There's a total logistics breakdown in Ukraine right now. Odessa's port is closed, there's no grain going out and no money coming in, the bridge into Romania got bombed, a ton of gas stations (funny that this mattered) got bombed in eastern Ukraine, and now the rail lines and yards are getting bombed. You also just had Trump blow his wad on Iran and now the US has no ordinance to give Ukraine.
