I really wonder how this plays out.
If he's announced dead/unfit before the end of august, it was just a ploy to keep Massie from running for his seat as an independent, and once they're able to guarantee an appointment and not an election the game will be over.
If he's strung along and propped up as a meat puppet until December then one of McConnell's handlers is intentionally denying Trump a seat in the senate for either petty or strategic reasons.

Either case would imply a different group manipulating the situation.
