It should only be illegal if some kind of profit is being generated- even advertising revenue on sites such as 4chan. Otherwise, there's really no victim and everything produced belongs to the person whose face is used because they have likeness rights. They can ask to have it taken down if they want, or they can collect it and sell it. Your face belongs to you. It shouldn't be used for slander or to harm the person though. We're in a really tricky spot here legally. Also, if its never shared publically- then anything goes. You can't realistically patrol the contents of 10 billion computers in 109 different countries.
