Ok first of all, I know how to build a laser weapon that will make virtually all missiles and drones obsolete. I might be able to develop it in like 10.years who knows.Well let's say that doesn't work for whatever reason. Drone swarms will soon be able to block missiles with 100% effetiveness. Missiles will be totally obsolete. Now you'll still be able to smuggle nukes groundwise. But soon we'll have really good scanning technology, to the point we cam scan pretty much every material crossing a border. To nuke another country will he about depleting their drone defenses and then, only then, is the nuclear threat real. With this nuclear blockade in place you can literally just march ground armies on Russia and China. There is no deterrant, no standoff. Of course the troops should be drones as well.
