Jozef Beck tried to be a sigma male.
As part of the triumvirate in Poland's "dictatorship without a dictator" as the foreign minister he had control about foreign relations & chose a new policy.
PGTOW (Poles go their own way), which eschewed the standard practice of minor powers seeking protection of a larger power & instead focused on building up Poland's power independently. He knew he needed allies and tried to ally with many others to form a central european bloc of power independent of the local hegemons Russia & Germany & under the leadership of Poland, which he called Third Europe. First in a stricter sense, then more loosely as he eventually realized that other countries won't just bow to Poland for no reason.
Chief among his desired partners were Italy, Yugoslavia, Hungary and Romania. This failed for these reasons:

>Romania & Hungary preferred genociding each other
>Italy & Hungary wanted to partition Yugoslavia
>Not a single nation wanted to accept Polish leadership, even just in a diplomatic sense
His attempts were thus doomed from the start, leading to a decade wasted and Poland being internationally isolated.
Even worse, his attempts at growing Polands power into a local powerplayer alienated him from every other relevant power & his demands for land and diplomatic privileges were often on the level of a major power with nothing to back it up, together with his constant changes of direction as he tried something new, went back on words given & attempts of playing actual major powers against each other to create animosity among them & stay independent:

Yes, despite his unwillingness to ally with Germany against Russia and his refusal to substantially negotiate with Germany causing the German propaganda to eventually make a sharp turn from its pro-polish nature to an anti-polish direction, after Hitler realized that Beck could not be negotiated with.
But how? And why was Germany not seen in a similar way, despite Hitler's expansionist policies?
The pro-German part of the western views on Poland had a very simple source, Beck supported whatever he thought was to the short-term benefit of Poland, one of the examples of that was Germany's expansion east to re-unite its people. Beck supported it, because there was also a swathe of Polish land he wanted to take from Czechoslovakia (and eventually did through an invasion).
The problem was that he also supported Russia diplomatically whenever it seemed to benefit Poland a bit more than other options (though that was largely irrevelant for western powers). Beck prioritized Polish short-term gains and held loyalty to nobody else (worse, he didn't even pretend to). So he was seen as completely unreliable and somehow even vaguely "pro-German" despite his anti-German stance going far enough to pursue completely unrealistic goals just to avoid allying with Germany.

So why was Germany not seen in a similar light?
Hitler, despite the modern view on him, was seen as a man trying to re-unite his people. Of course France didn't want that and it made England uncomfortable, but it was seen as understandable and Germany was still a major power.
And most importantly, Hitler made deals. He negotiated, had charisma and was willing to cut back his demands if necessary.
Beck was not. He was a terrible negotiator, lacked charm, way too inflexible and his demands often befitted a major power despite Poland being but a minor, causing international diplomats to see him as an arrogant upstart who needed to be taken down a peg.
