Refinery Drone Strikes Drain 1.2 Trillion Rubles From Russian Budget

For the fourth consecutive month, the Russian government is disbursing hundreds of billions of rubles in subsidies to domestic oil companies as a wave of drone strikes forces critical refineries to halt operations, official data and analysts show.
In July, the federal treasury transferred 192.8 billion rubles to oil producers via the damper mechanism and reverse excise taxes, according to Finance Ministry data published on Wednesday. Following payouts of 312.5 billion rubles in June, 357.3 billion in May, and 359.3 billion in April, cumulative subsidies for the four-month period reached 1.221 trillion rubles. This sum roughly equals the entire annual budget of the greater Moscow region.
The massive state payouts reflect mounting structural distress in Russia's refining sector. Analysts at Raiffeisenbank note that at least 18 major Russian refineries were targeted by drone strikes in July alone, with no fewer than eight forced to halt production. Casualties of the campaign include the nation’s largest facility, the Omsk Refinery, alongside top-five plants such as the Ryazan Refinery and NORSI (Nizhegorodnefteorgsintez).
By the end of July, at least seven targeted refineries remained idle, including KINEF in the Leningrad region, Russia’s second-largest plant. Another 11 resumed operations but only at partial capacities ranging from 30% to 70%. Consequently, Russia's daily crude processing volumes plunged to 3.6 million barrels per day, marking the lowest output level since May 2002.
The vulnerability of the sector has persisted into August. Early this week, a major petrochemical complex in Ufa belonging to Bashneft—which had been one of the few plants still operating at 100% capacity in July—caught fire following drone attacks that targeted the facility for the third consecutive day.

These refining outages are compounding pressures on a federal budget already severely strained by a strong ruble, declining corporate profits, and soaring defense expenditures, according to Emil Ablaev, a leading expert at the Center for Macroeconomic Analysis and Short-Term Forecasting (CMASF).

German authorities have thwarted a suspected Russian assassination plot targeting the head of a defence start-up supplying drones to Ukraine, according to domestic intelligence documents.
"Disposable agents" hired by Russian intelligence reportedly stalked Stefan Thumann, the chief executive and chief engineer of Donaustahl. The Bavarian company has produced weapons and electronics—chiefly combat drones—for Ukrainian forces since 2023.
According to case files and a report by Germany’s domestic intelligence agency, the BfV, seen by the German newspaper Die Zeit, the campaign against Mr Thumann is being treated as a suspected planned assassination.
Following a tip-off from a foreign intelligence service in December 2025, investigators discovered that two suspects—a Ukrainian national, Serhiy N., and a Romanian national, Alla S.—had been monitoring Mr Thumann's home and his company's headquarters. The suspects, who were arrested in co-ordinated raids in Spain and Germany in March 2026, are now facing charges of acting as foreign intelligence agents.
Mr Thumann, who is now under heightened police protection, has been a vocal critic of Moscow. "Russia doesn't want peace. It wants the destruction of the West," he recently wrote on the professional networking site LinkedIn. "I am just a small fry, but I am directing all my strength against these ambitions."
Die Zeit reports that a second, unnamed German arms manufacturer is also in the crosshairs of Russian intelligence, with investigators warning that its chief executive may also be in danger.
The foiled plot represents a continued escalation in suspected Russian sabotage and intimidation across Europe. It follows a similar, high-profile incident in 2024, when US and German intelligence agencies uncovered a Russian plan to assassinate Armin Papperger, the chief executive of Rheinmetall, Europe’s largest defence contractor.
