The point of a dirty bomb isn't to turn all the stuff around it radioactive, it's to contaminate all the stuff around it with radioactive material, which may seem like a trivial distinction but it's not because if the stuff that makes up your body becomes radioactive then there's really nothing you can do about it but if your body is just coated in radioactive material then you can theoretically remove that.
