China can match USA in refining capacity but doesn't right now, they've banned exports for a while and are worried about domestic consumption only. Basically china won before the war started, they've got enough oil for domestic needs, while america is pumping its SPR and running refineries at over 100%(yes, that's a thing). China has been shutting down refineries for maintenance and watching the global oil markets for when they should start buying again. So china is fine, it's everyone else in the asia-pacific region that's screwed. And when the US starts shutting down refineries for maintenance this fall/winter, we'll see if the price of oil stays low while gas prices keep rising.
