Before this iran war started, the administrator who worked on the SPR under biden said it'd start malfunctioning around 300 million barrels and we wouldn't be able to draw a million barrels a day anymore. So either the SPR drain slowed because he was correct and the US admin is hiding this fact as a matter of national security, or it slowed because a bunch of oil escaped during the brief MOU period and that oil isn't needed right now. Either way, the drain has slowed from being empty in 3 months to empty in 6 months. You can't go below 243 million barrels without congressional approval.
