Other than that, yeah it's pretty shitty. Any change relating to the constitution requires all 27 member states to agree for the entirety of the negotiation process. For 20+ years there is a recurring proposition to put a 0.1% tax on the secondary stock market, and every single time a single state is vetoing the proposal. And every time the proposal comes back, a different state vetoes it.
