If you want to remove the Taliban without too many war crimes, you need to play the long game, and that means sealing the country's borders and walling the cities, building a base of homegrown support and slowly expanding the rule of cities. Now that would take too much time and even more cash. The Soviets didn't have the resource and the American didn't have the ideology for it.
