If a company does decide to have techs in house you're now competing with computer science majors that were pushed out of their dream jobs by Indians and decided to move down to IT just get some type of job and of course your HR department is going to go with the young computer science major rather than the scruffy tech with 5+ years of experience and no CS degree. Until we can actually get ahold of companies off shoring jobs this problem will only get worse.
