i used to have an online fren in 2015 who lived in rwanda and was an actual serial killer, he would post pictures of people he killed in my messages. police are incompetent there and there's limited surveillance, the last time we ever spoke was 2017 when he was mobilized into M23 (rwandan militia that's known for attacking the Congo), i think he's dead now. Very grim. I didn't know what to think at the time.
