According to its fulfilment of the Maastricht criteria, fiscal discipline, and banking system integration, Bulgaria is currently objectively a considerably more stable and orderly country than Romania.

Paradox: Romania is wealthier, more dynamic, and has a larger market, but its government institutions are unable to keep state finances under control. Bulgaria is poorer, but financially incredibly disciplined and stable. This is what is meant when Bulgaria is classified among the Scandinavian nations.

After Bulgaria’s accession, only six EU members remain outside the euro area: Poland, Czechia, Hungary, Romania, Sweden, and Denmark. Of these, Denmark is the genuine exception because it possesses a treaty-based opt-out and therefore has no legal obligation to adopt the euro. The other five are formally committed to eventual membership, but none currently fulfils the complete set of requirements: Poland, Hungary, and Romania face significant fiscal or interest-rate obstacles, while none of the five participates in ERM II; Sweden is the clearest example of deliberate political avoidance, effectively maintaining its position outside the euro by simply declining to enter ERM II despite being legally expected, in principle, to move towards adoption. Czechia and Poland have likewise shown little political urgency. Thus, Bulgaria represents an interesting European paradox: a comparatively poor country that chose monetary conservatism, fiscal restraint, and institutional integration, while several richer or economically more powerful EU members continue either to fall short of Maastricht discipline or to postpone indefinitely the final steps required for euro membership.
