Government shouldn't do any of those things, but if they do, it needs to be financed through taxation or usage fees for infrastructure. If they do create debt to finance these things, then it must be paid for with existing money, not by creating money out of thin air (monetization). Creating money (also called counterfeiting) to finance debt is causing the inflation problem.

If you look at the US government's own historical info on prices from 1800 to 1900, you will see the prices actually dropped on a hard money standard. If prices drop with "stagnant" wages, the amount of goods and services you can purchase actually increases over time. Wages would eventually come down, but your savings wouldn't change and labor prices are the "stickiest" in an economy.

over 95% of the money supply is created by banks giving loans, not government spending.
when so called loans are made, an agreement to repay with a schedule is signed, which is by law a promissory note, often used in corporate mergers etc. when making deals in the millions and billions etc. so, this note is sold almost immediately by the bank at less than face value, and traded on the market. this is where mortage backed securities come from, they are trading promissory notes based on mortages in that case.
when loans are made so that already existing things change hands, nothing new is made but the money supply goes up. this creates a disparity between total amount of currency and actual goods and services in the economy, and when the disparity leans in favour of excess money supply, the result is inflation.
so inflation is caused by the free market.

when the government creates money out of thin air to make things like roads, sewers, bridges, and the like, there is something actually added that aids in the commerce and or well being of society. you don't HAVE to give all the money to crooked somalians, etc, lots of countries seem to do just fine with their public spending. i think there is an inherently corrupt nature at work in most americans, and the people who feel magnetized to the place.
i'm digressing a bit, but most often government spending on things like infrastructure pays dividends economically.
