The unemployment rate is pretty meaningless. Every administration finds ways to exclude more and more of the population from that calculation, which is how we end up with a net reduction in employment but also a decrease in the unemployment rate. The government is extremely aggressive in declaring people out of work to be "not looking" based on duration of unemployment, even if they're apply for work every day. They also love playing games with the definition of retirement to juice the top line numbers. Go more than an inch deep and you'll quickly realize that unemployment rate is a number you should always ignore other than to laugh at it.
