The CIA armed and paid Kurdish militias and provided them with a battle plan. Except the Kurds just stayed home.The decapitation strikes were supposed to leave Iran leaderless and demoralized. Except they had organized their military and government to be ready for just such an eventuality, and had the social technology of shia martyrdom to make their deaths a meaningful rallying point.
