By creating chaos in Iraq, all it did was empower Iran, especially as the southern portion of Iraq was Shia, and was let off the leash by taking out Saddam, giving Iran another source of allies outside its borders.The same applies to Syria and Libya, the latter of which was actually becoming a western ally by the end; Gaddafi invited Tony Blair to tea in his tent, and was invited on western chat shows to rehabilitate his character, before NATO took him out.There's no rational explanation for it, except that the greater Israel project demanded that the Baathists regimes be taken out in order to make the plan work.
