>The Supreme Court in Dole v. South Dakota (1987) upheld the 1984 National Minimum Drinking Age Act, which penalized states approximately 15% of their Federal highway funds if they did not have a minimum age of 21 to purchase alcohol (later lowered to 10%). Chief Justice Rehnquist wrote the majority 8-1 opinion in which he said that Congress was fully within theirs enumerated powers to distribute Federal funds as they saw fit.
