In return, he has to protect them when they ravage the economy and commit crimes. The second he stops permitting them to cheat, steal and kill - he will get assassinated (or worse), and replaced by someone more permissive. It's incredibly naive to think Putin could change anything even if he wanted to. All he really could do is donate his share of the plunder to improving the nation. But he doesn't seem to be doing that.
