I 1000% agree with you. You can think about it actually from their own twisted market perspective. Flock at the end of the day is yes being paid for by you police departments. But it is also a private company. Flock likely makes way more money from essentially surveilling you on the consumer side to log and detail your every movements such that ad companys/data brokers/insurance companies get a complete view on how you are operating at all times.

Wealthy people have more money and thus information about them is much more valuable in comparison to poor people.

Think about the concept of Ford vs Ferarri. Ferarri makes few very expensive cars. Ford made cheaper cars sold at scale. This is basic economy of scale concepts.
