Russia has multiple cost-effective solutions: FPV interceptors like the Yolka ($500 estimated), force shotgun drone, Astra-PVO (over 500 km/h) etc - all rely on kinetic ramming, not expensive missiles. Pantsir cannons are very effective against drones, though their small missiles struggle with maneuvering targets. The true problem is detection. Small drones have extremely low radar cross-section, fly slow and low, blending with ground clutter and birds. Modern Doppler radar filters them out as noise. Even when you have the perfect shooter, you first need to see the target and thats where the real difficulty lies. But Russia adapts by increasing AD assets in a quite fast tempo.
