Their yellow river is both a blessing and a curse. It is very, very silty, which is where it got its name from. That silt deposit raises the river bed, expanding the width of the river and allowing it easily overflow during periods of heavy rain. That same flood also make the surrounding soil extremely fertile.

Even dams aren't foolproof. The silt deposit decreases the water storage volume over time by raising the reservoir bed. You need constant dredging to remove the silt.

Their entire civilization evolved around that river. Prioritizing group effort of building levees and flood management features and planning for the future by storing crops. Failure to do so result in mass casualty and usually the end of the dynasty.

to start, it's typhoon season.
more directly, they generate a significant amount of energy from dams and hydropower.
to maximize their power generation it's necessary to keep these reservoirs as full as possible at all times.
then all it takes is a tempporary spike and it requires the floodgates to be opened to full capacity or risk the dam bursting.
in the case of the case of the recent liulan dam, we can see the water level go over the top of the dam, which then washes away the dirt holding back the water and the dam fails.
