For a multibillion project this could be several hundred million dollars. You also can't just refuse to have a plan for a use or potential use for a property because you don't like the idea, you have to be able to allow any and all uses.
I don't have proof of this but I think hyper scale companies actually pay these anti data center lobbies because it defaces their competitors.Cigarette companies did the same thing in the 90s. The current hyper scale boom is more akin to a corporate conquest rather than a situation where "healthy competition" is allowed. Once the real estate is all bought and regulation catches up, whoever has the most existing sites will be able to monopolize.
