Russia is moving to accelerate the auctioning of assets seized from its citizens in a bid to offset a widening federal budget deficit, according to a draft government resolution prepared by the Ministry of Finance.
The proposed measures, first reported by the Izvestia newspaper, aim to cut the maximum time for selling confiscated property—which includes seized vehicles, electronics, customs-detained goods, and physical evidence—from 100 days to 44 days.
The move comes as the Russian government seeks to optimize state revenues and reduce the costs of storing depreciating assets. However, current Treasury data indicates that state proceeds from confiscated property are actually declining, dropping 42% year-on-year in the first half of 2026 to 806 million rubles. Financial analysts project that even with the streamlined rules, these sales will generate no more than 2 billion rubles annually, offering only a marginal boost to the broader budget.
To expedite the sales process, the Finance Ministry plans to shorten both application and payment windows. The sweeping raids in the "Moscow City" business center resulted in the arrest of more than 20 exchange workers and alleged accomplices. The FSB stated that the illicit network functioned as a cross-border conduit for phone scammers to siphon money stolen from Russian citizens—specifically targeting vulnerable demographics like pensioners—out of the country.
According to the security agency, victims were manipulated into bringing cash to buy cryptocurrency, which was subsequently transferred directly into the accounts of their "Ukrainian handlers".
