The 60s yes had much more integrated Top 40, but what happened in the 70s was that Lee Abrams invented the AOR playlist/format which was basically to make Top 40 as safe for suburban housewives as possible.

I should have stressed that Motown dominated black pop in the 60s and they pushed for clean-cut music that was marketable to white people.
