A Democracy isn't a place where 50.1% get to do whatever they want to the 49.9% forever, there are fundamental rights baked in which require a much greater margin to overturn. Democracy is a whole system and the voting is just part of it, the other parts include (among other things) a free press, trusted institutions and a culture where both sides are willing to accept when they lose. I don't doubt that Vladimir Putin won the most votes in the most recent Russian election but that doesn't make Russia a Democracy.
