Gore wouldn't have immediately blown the surplus on tax cuts, he would have likely invaded Afghanistan but not Osama get away at Tora Bora, nor sought full-scale occupation and thus it would have been far more limited conflict and despite Democrats' rhetoric, it's very unlikely he would have invaded Iraq on false pretenses.
