The only thing they *did* learn was that it was a bad idea to put our carriers near the iranian coastline since it exposed them to boarding actions, but they did not learn the basic essentials.

Building an offshore oil rig typically takes 3 to 5 years from initial planning and design to final on-site installation and commissioning. For massive or complex deepwater floating structures and mega-platforms, the total timeline from discovery to first oil production can stretch from 5 to 10 years.

Venezuela's existing infrastructure is Mad Max tier. None of their shit works, everything's patched and niggerrigged together, nothing's been maintained for years. The Chinese sailed a floating rig down there last year and it ended up rupturing an underwater oil pipeline and causing a huge leak because nobody knew it was there. They'd just mislaid an entire pipeline. The oil fields in Maracaibo are very deep and quite sweet relative to Orinoco, and it's not as sludgy and difficult to pump, it's basically ready for export, there could be a lot of money made from pumping there. But before you could even start thinking about breaking ground you'd have to spend billions decommissioning all the Ork-tier jugaad trash the Venezuelans have been running for decades. Bringing the existing shit up to code would be even more expensive and insanely complex. Revitalising Venezuelan oil production to western standards to make it useful and profitable is going to be a Panama Canal scale project.
