Given that he cites Hoppe as an inspiration, and Hoppe is famous for his argument that democracy is inferior to monarchy because democratic politicians are incentivized to lie to gain power then loot everything they can while in power, it's likely that Milei completely understands what he is doing and is just completely immoral. What we are seeing is basically the ultimate conclusion of democracy.
