In general, it was actually part of Western Society for a long time. For instance, in the US, England, New Zealand, etc students could get corporal punishment in school. It was replaced in all major countries because it doesn't work, leads to more resentment and issues with authority, and there are better was to raise children than through fear-compliance. Before WW1 the Australian authorities worked out that if they whipped naughty prisoners with the especially nasty whip (it was like a cat of 9 or whatever) it caused the naughty prisoners to act worse. That is why they stopped doing it in Australia. It lead to prisoners escalating their crimes to murder and even cannibalism when before they were just naughty boys.I'm sure we have worked out the psychology of this by now. Google it.
