If he investigates these cases and installs some device in the homes that measures everything it turns out no ones opening the windows properly in these homes. It's just foreigners living with 8 people in a 2 bedroom flat who won't open the windows and keep drying all their clothes on the radiators.You can even install all manner of mechanical ventilation but they just switch it on because it's noisy or it is using electricity. Or they just fail to clean the house and the vents and fans become clogged with all their excretions.I used to install PIV units in new build houses and they're pretty great at pushing air around and stopping damp air from resting in cold spots but everyone just switches them off because they think it makes the house colder. You can't account for stupid people.

The air quality in many of these houses are worse now than when they had an open fire to keep warm because the damp air just lingers for days. You can install mechanical ventilation to alleviate the problem but then you are relying on the tenant or owner to use it properly and keep it maintained. In my experience they just don't and the devices get switched off and the mould returnsThat said there are definitely issues with shoddy construction. I've gone to houses and put my head in the loft to see clear daylight through the roof as there are that many holes. A common issue during wall cavity insulation is creating a cold bridge. Old construction material can be left in the cavity and when they fill it with insulation it just bridges the front brick course with the internal brick course and then moisture can just wick straight across. There can be hidden leaks in the plumbing too that just drip and drip for months and months before anyone notices. Most commonly though it's sub 80IQ morons living in utter filth like pic rel
