From what I understood it's because he's riding the competition between China and Russia for trade deals and gibs if they want to be the ones influencing the Norks. Basically, since Russia did the whole NK soldier conscript thing in exchange for stuff, Kim got closer to Putin and Xi got worried and jealous so he started making better deals and sending gifts. Not to be outdone by China, Russia started investing more.... and so it spiraled into what it is today.
