The SPR is a physical stockpile. The oil is deliberately stored underground in enormous salt caverns and is theoretically only to be released during a severe supply disruption (WWIII, alien invasion, etc). So you're essentially looking at the equivalent of 25,000 Olympic pools of emergency inventory being removed from the country's strategic warehouse. That's why the change from ~695 million barrels in 2016 to ~299 million barrels is strategically significant

That said it's probably 15% ethanol, in the states you have to seek out 100% ethanol free gas but in red states it's possible he could be getting standard that low. I'm in a blue state which I believe has the worst gas prices nationally and a gallon of ethanol free is 5.16 USD currently.

Water in gas causes a lot of preventable problems and once ethanol falls out of solution if you don't use it in time it's just going to sit in the bottom of your gas tank or worse get picked up in your pump.
