No, this is the standard in every country, every year. Mobile is your opportunity to get a foot in the door, and it's a good place to make enough money to transition into 'normal' games. See Akatsuki for ex. (One of the best development studios that no one knows about at the moment btw.)
They transitioned from a Dragon Ball Z gacha to a multimedia project which failed (very large loss) and still had enough in the tank to keep going with Hyke and more projects soon.
Anyway, it's a good time in Japan dev right now in terms of quality work but not a safe time financially. But that's also relatively normal, a lot of great games came from close to bankruptcy and a lot of long careers from said games.

People are playing with the model anyway with that Dragonsong (maybe Dragonsword I don't remember) Korean game doing quite well at the moment as an example. Formerly gacha MMO, transitioned to single player game. It looks dull to me but people like that sort of thing.

Media is nice but it's more important for happiness than money. I would akshually say their local music circuits and conventions for literature etc. are more important.

If they don't make 500% returns it is deemed a failure and EOS the game
Even if the game and playerbase numbers are actually decent and are in the net positives by decent margins they shut that shit down
