They can't be. Contrary to what you see in Jurassic Park, the DNA is not recoverable from something that far gone.

The only thing you could do is bio-form dinosaurs by altering genes to try to create an approximation of what you think the dinosaurs were like. But even that would be a guess because beyond the bone structure we know very little about their appearance. Some may have been feathered or brightly colored. We simply don't know.

I remember reading this stupid short story as a babby about how some scientists took chickens and basically tried to reverse engineer them into ancient theropods, and instead created massive carnivore cluckers.
The entire story was how a media news team was trapped in some underground facility with them and only the main character escaped, only for some spec ops team to gun her down so word wouldn’t get out

Pretty sure it could be done today with existing technology. Just take the DNA of existing reptiles (or whatever you want) and then combine them or mess with them as needed until you end up with something approximating a dinosaur. It wouldn't actually be a dinosaur though, but if it looks like what people expect a dinosaur to look like then its probably good enough for the purpose of a dinosaur theme park.

Also, since you're creating something from scratch rather than cloning it you could also engineer it to be docile in order to avoid all the problems in the Jurassic Park film. Create something that looks like a T-Rex with the teeth and all and have it eat meat, but have it be as friendly and harmless as a horse.

That was always a major plot-hole in the Jurassic Park film because they never had complete DNA anyway so they filled in the gaps with Amphibian DNA which is partly where the problems started. But if you're going to do that then why not go further and just make the dinosaurs be docile too?
