Just take the DNA of existing reptiles (or whatever you want) and then combine them or mess with them as needed until you end up with something approximating a dinosaur. It wouldn't actually be a dinosaur though, but if it looks like what people expect a dinosaur to look like then its probably good enough for the purpose of a dinosaur theme park.Also, since you're creating something from scratch rather than cloning it you could also engineer it to be docile in order to avoid all the problems in the Jurassic Park film. Create something that looks like a T-Rex with the teeth and all and have it eat meat, but have it be as friendly and harmless as a horse.That was always a major plot-hole in the Jurassic Park film because they never had complete DNA anyway so they filled in the gaps with Amphibian DNA which is partly where the problems started. But if you're going to do that then why not go further and just make the dinosaurs be docile too?
