AFAIK the Khmer Rouge was the only regime in history actually opposed to general education.Most states today actually mandate that people be taught to read.
When the printing press was first invented the elites across the globe were quite concerned that the plebs would be able to not only read book, but write their own.

We can see the remnants of this system still today in conservative Islam. Where women are not allowed to be educated. Quite openly they keep them illiterate so they can be exploited.
I think that most NPCs weren't supposed to ever become literate and things got so bad because we allowed them to.
