It does not technically disqualify them from being vice president or receiving presidential power due to a series of accidents. For example, a former president could run for Congress and with majority support become Speaker of the House, who is this in line (I think) for presidency. If Moscow got the drop on us and we lost both a president and vice president, the former prez now Speaker would take over. So apparently yes, technically possible.

The 22nd amendment uses language that only restricts electing someone to office multiple times. Textually, that's what is restricted.
