I'm not well versed on the specifics of russian economy but that low debt is usually not optimal although debt to gdp ratio is a whole nother issue
something like ~40% debt is the mathematical ideal for developed countries since the benefits of expanding infrastructure early outpaces the cost of loans
but most countries shoot past that because politicians are big retards with no foresight
norway is a good example at 45% even though they could hit 0% debt without any real effort
but it doesn't make mathematical sense to do so in an economy with perpetual inflation so they hover around the 40% mark

We are massive countries with relatively small populations so we export tons of raw materials that other countries refine and turn into finished goods for their fuckhuge markets that we don't have. There is always going to be a trade surplus in this situation. There aren't enough people and they make too little money to buy enough shit to offset all the exports.

In the USSR, the government itself blocked imports. The shortages in the USSR were due solely to poor logistics, which were largely ideologically neglected, with the belief that these luxurious stores were simply bourgeois surplus. And since many in the early USSR were ordinary peasants and workers, not living in surplus was a habit, and no one really thought about anything more.

In other words, all the USSR's problems had nothing to do with sanctions and the lack of trade with the West. That was simply a myth.
