A closed loop (ie. eruv) on a sphere's (ie. Earth) surface defines 2 regions. They could technically create 1 small eruv (ie. circumference of 1 centimeter) and claim the larger of the 2 areas as the covered region. Thus the entire Earth (minus ~ 0.08cm^2) would technically be covered by the eruv. It's a lot cheaper to build and maintain while maximizing disdain for their god's laws, why haven't they thought about it?
