They don't, the landgrab was a plan B after the actual goal failed (regime change). Russia has always prefered creating little puppet states like in Georgia, Moldova, and obviously Ukraine to proper annexation but they already had those in Ukraine so the invasion would be pointless if it just resulted in the status quo continuing.
