Whether or not someone's eyes appear to be above or below their ears depends on the angle they're holding their head. Ears are in line with the neck and eyes are forward of it, so if you tilt your head up then your eyes will pivot around the center point while your ears will more or less rotate in place. If someone has a confident, chin-up posture, their ears will appear below their eyes.
