Cloud cover hurts solar big time so being in the Pacific North West where it rains 180+ days a year solar is a shitty idea. In the south where it rains 80-100+ days a year solar is also a shitty idea. You really need the barren desert of the south west. Places like southern California that receive 2" of rain per year, you basically have sunny skies all day every day. Yuma Arizona and everything along i-8 to Tuscon is barren desert that gets no rain. Lotta acreage that is prime for solar. Could be a great place for a nuclear power plant too and use 1 / 100th the acreage and produce 2x the power of a solar farm

You are not going to get hired on as a laborer digging ditches at a power plant and then work long enough to get moved up to the control room. The people qualified to work in the control room come straight from college with multiple degrees, not from the laborer camps. You can get hired on at a nuclear facility as a laborer, get moved up into electrical or welding, but you are likely to max out as a mid level grunt in those fields. The control room operators are recruited and hired, they dont move up through the ranks over time. You are not getting a random person pushing buttons in a control room in todays modern nuclear plants.
