They could spend 10% of that energy and instead weaponize botulism. This is not illegal to discuss the data is public. Anyone can read the counter terror literature regarding bioterrorism and learn that for at least three decades weaponised botulism has been considered the most feasible way a terror group could produce weapons of mass destruction.

To put it bluntly, any country that can make a can of deodorant can also produce botulism and weaponise it. It is simple and known. It does not require any of the high technology and components of refinement. It is easier to produce than sarin gas. A modern thermonuclear air burst detonation on Tel Aviv would not end the Israeli state. A thousand Shahed drones each carrying a vessal of about portable fire hydrant size under pressure would kill 90% of all vertebrates inside Israel with near zero blowback.

I know the Iranian scientists are not stupid people. So unless the use of bioweapons is banned by their God I don't see why they aren't doing this. Unless they do not want to destroy Israel.

Good topic OP, one that I have looked into for the past 15 years or so.

You could use botulism as a tactical bioweapon, but like anthrax it's not suited to be a "doomsday weapon" since it does not spread from person to person. Thus if you were to use it would behave more like a persistent chemical weapon like VX (a defacto minefield of some weeks on months depending on the weather) than a pestilence, and if you only wanted to biobomb a single city or region without wanting it to spread you would be better off going with anthrax since the spores are much more hardy than botulinium. If you wanted a deterrent weapon you would want to genetically modify the flu or chickenpox to be more deadly, say by combining the genes rabies or plague DNA (the Soviets had success in this in the late 1970s, with CRISPR it's trivial), then there is the horizon of mirror life. The Soviets were already genetically modifying anthrax in the late 1970s and it would be easy to conceal similar research as gain of function vaccine research.

Annie Jacobsen latest book on the topic was quite thrilling despite the fact that I had already read Ken Alibeks book Biohazard.

The point of these weapons is deterrence and like I said it would be pretty much impossible for you to find out where they were being developed with Iran having so many underground bases. The dispersal can be controlled via droplet size dictated by the atomizer. 100micron droplet falls at 30cm per second. 1micron is 0.003 cm per second. So this is something that could render areas uninhabitable until heavy weather events.
