he's ordering to remove electromagnetic launch systems for steam-powered catapults

The core problem is that you know how Tanks are now obsolete on a modern battlefield because a drone can one-shot them? The reason this happened is because the amount of energy you can cram into a plasma jet is limited by E=MC^2 which is basically infinity relative to how much stiffness you can put into plate armor. Suffice is to say Tanks are dead and will never rise again, the future of the military is in the very small drone not the hulking tank.

The same logic will soon apply to these cities on the water. And so to extend the service lifetime of these floating cities, they must have an answer above the water and below the water for ten thousand drones coming from every side and every angle, the cannon's won't do, the laser beams aren't enough, all the jets in the air are useless, even the directed electromagnetic pulse and drone-net-throwers aren't gonna cut it. So that problem needs an answer, and yesterday.

This buildout is for that. Basically a panic button on the helm to "drone swarm" around the ship for your sky-darkening swarm to take out incoming sky darkening swarm.

The biggest threat is tiny drone swiftboats that skip across the water at 250 miles per hour.

Cities on the water, aka aircraft carriers, will one day give up the ghost in terms of military equipment, but with adjustments previously described by my descriptive words, another fifty years of service lifetime can be bought for when the aircraft carrier nears drone strike distance in enemy territory where drones come up from the bottom as well as down from above.

But these days it looks like that's way less important than the number of planes you can deploy. The planes are mainly serving a scouting and support function for drones.

This is actually a failure larger in scope than even the obvious "we're redoing our redone design"

iirc the Chinese "figured out" electromagnetic launch systems. I believe they were, through their newer system, able to put like 8% more aircraft in the air, since the launcher took less time and was more consistent, as opposed to the kinda demanding steam system every carrier had been using beforehand.

I think we tried to into EML but failed F-35 style, and now we're walking it back really fast because the carriers are, somehow, even less mission capable. The US election looms, Taiwan continues to radicalize against China, and the PLN is almost complete.

I'd reckon time is running out for us. We can't rely on our meme marine missile regiments in Japan to stop the invasion. And a large part of the US won't want anything to do with this, not even factoring what'll happen once the body bags start flowing.
