They alreayd have 2 and are constructing another 2x right now. Supposedly one of them will replace the typical main gun on the bow, and instead add stratgetic cruise missines instead (probably nuclear) though they already have curise missiles and even ballistic missiles. It isn't just because of their trade relationship with Russia, it was actually starting to pick up a bit back in 2018 to 2020 but then covid happened. It's really hard to measure, but North Korea isn't really that awful a place to live in these days. It's *good* by any stretch, but it's better than most of Africa, large parts of Latin America, and even a lot of Asia. It's gotten to the point that very few people are going to give up everything they have to become a welfare queen in South Korea.
