The more non-slave states that were added, the less political power agrarian states would have in congress. It was pure politics, not a moral issue. Only extreme radicals like John Brown were talking about abolishing slavery in states where it was already established on moral grounds. The only reason Lincoln eneacted the emancipation proclamation was for economic and PR warfare agsinst the South. Slavery remained in Northern slave states like Maryland after the proclamation. If it had been a moral proclamation, it would have applied to union states as well.
