Probably not - Germans are as good as their leaders are. When they have a horrible person at the top, they can do some of the worst things imaginable. When they have a competent leader, focused on developing Germany and promulgating culture, they can produce genius works and be the locomotive of Europe's economy. Their problem is that they have no personal agenda, Germans are content with just following whatever they are told without asking questions and even find comfort in this kind of state. In the German Empire they would be the most devout Christians, ready to die for the Kaiser and Fatherland. In Weimar they would be the most degenerate people on Earth, doing nasty stuff unimaginable just a year prior during the Empire period. Then Nazi Germany comes around and the very people that were having orgies just a few months prior would become the biggest Nazi fanatics in existence. After the defeat of the Reich half would become staunch communists, who they had just been fighting against and the other half would happily adopt the liberal democracy of their other mortal enemy. No underground resistance like the one the French organized, no guerilla warfare... they just switch ideologies and start obeying the new leader in charge. This is not necessarily a bad thing, but this lack of questioning orders and the degree of blind devoutness combined with extreme productivity and talent makes them a dangerous weapon in the wrong hands.
