But when the oil levels fall too low the pumping pressure drops, so we have to pump in water underneath it to maintain the pressure. This causes two problems. One, the oil and water mix a bit and the oil we pump out is kinda subpar and sludgy. refiners don't like it and try to avoid buying it, so we have to keep tempting them with sweetheart deals like wee give them oil up front for zero cash, in exchange for a promise for them to buy replacement oil and put it back into the SPR 'later', whenever that is. Yes I'm serious, we're just giving it away in exchange for IOUs because nobody wants to put down cash money for the shitty quality that comes out of the SPR. Problem two is that as we pump more water into the salt chambers that store the oil, the salt *does* react with the water and dissolves into it, which causes the storage chamber to change shape from a cylinder to something more like a cone. This makes it harder and harder to maintain pressure and eventually the chamber can lose its structural integrity and collapse. We are not ther but we are starting to explore the limits.A third thing that few people know is that thher isn't a simple total of 295 million barrels. It's split between ~120m barreels of sweet (low sulphur crude oil that hardly changes, and ~175m barrels of sour (high sulphur) crude, which is what all the refineries are set up for. We keep drawing down the sour crude. Theoretically the refineries could switch over to processing sweet crude, but that takes months and costs a fortune and is basically an emergency measure in case sour stocks collapse.
