1. stakeholder interest in the nation's success
2. reasonable degree of knowledge of politics and the country situation.

also, the proportional thing, there's be a few issues: firstly you'd need to make the proportional brackets wide enough since net fiscal impact can be quite imprecise, so have 10 votes for each 100k additional fiscal impact. also this would mean that a very small number of people could end up having a loot of power. more than 41% of voting power would be in the 1% and though I'd personally love that, it's politically even harder to sell than the milder minimum 0 net fiscal impact to vote. you could maybe do a milder version, e.g. over 200k of net fiscal impact you get 2 votes instead of 1 and that's it.
